2025 Law Update: Naturalization Changes
Proposed changes (October 2025): Portugal's Parliament has approved proposals to increase the residency requirement for naturalization from 5 years to 10 years (7 years for CPLP and EU nationals).
Current status: The law awaits final publication. Until then, the current 5-year requirement remains in force.
Citizenship by descent is not affected - if you have Portuguese parents or grandparents, you can still claim citizenship without residency.
For Canadian Applicants
Frequently Asked Questions
Does Canada allow dual citizenship with Portugal?
Yes. Both Canada and Portugal fully allow dual and multiple citizenships. You can hold both passports without having to renounce either nationality.
How can a Canadian get Portuguese citizenship?
Four main pathways: 1) Descent - Portuguese parent/grandparent, 2) Marriage - 3+ years to Portuguese spouse, 3) Naturalization - 5 years residence, 4) Golden Visa - investment leading to citizenship.
Do I need to speak Portuguese for citizenship by descent?
No. For citizenship by descent, language is not required. Only naturalization requires A2 level Portuguese proficiency.
How long does the process take?
For descent: 12-18 months typically. For naturalization: 12-24 months after meeting the 5-year residency requirement.
Can I apply from Canada?
Yes. For citizenship by descent, you can apply through Portuguese consulates in Toronto, Vancouver, or Montreal. No need to live in Portugal.
Will I have to pay taxes in Portugal?
No. Citizenship alone doesn't create tax obligations. You only become a Portuguese tax resident if you spend 183+ days/year in Portugal.
Which passport should I use for travel?
Use your Canadian passport to enter Canada by air (required). Use your Portuguese passport for EU travel and Portuguese consular matters.
Is Golden Visa still available for Canadians?
